The youngest municipality in Montenegro, Zeta, with dispersive physical structures, does not have a defined urban core that would obligate a newly designed facility. The dimensions of the building, its orientation, defined places for parking and entrances, strongly suggest the determination of the solution. Urbanistic technical conditions with clear parameters, regulation lines, orientation and project assignment strongly suggest the concept of a mono volumen. By different materialization of the envelope, as a response to the orientation of the building, which gives the building a clear and legible character of dialogue with the local climate.
