The competition was announced with the aim of trying to direct the direction of urban development and respecting the found environment, which was highly valuable. The design process, in response to the requested requirements, represented a mimicry process in order to preserve the existing environment as well as possible and trace the future directions of construction, considering that, at that time, the devastation of the authentic heritage began to a large extent. Volumetrics and design language are taken from the existing matrix but through modern forms and materials. On the formed square, a clock tower in a geometrized form made of steel profiles was planned, connected by a pedestrian bridge that led from the square to the floor of the new building. The square had the intention of opening onto the Ibar River, designed with the aim of strongly defining a pedestrian junction and the overall image of the city.
